With the changing role of the state, the design and landscape of public policies are changing. Contemporary public management too is intensely debated across academic disciplines, as they are in different countries. The International Conference on Contemporary Debates in Public Policy and Management at IIM Calcutta to be held during 7-9 February 2013 will focus on theoretical issues of public policy and management by embracing concepts of Politics and Policy, Public Sector Reform, Public Private Partnerships, and Law and Public Policy Regulations. There would be sectoral focus on health, education, infrastructure, food security, and urban and rural development. Keynote will deliberate on contemporary public sector issues, and on the gap between policies and implementation.

The keynote speakers at the conference include, firstly, Dr. Aivita Putnina, Executive Director of the Public Policy Institute, Latvia and faculty member of Anthropology, University of Latvia, Riga. Dr Putnina is a renowned researcher in public health. She will talk on doing international collaborative research on public health issues. Dr. Chiranjib Sen, Former Professor of Public Policy, Indian Institute of Management Bangalore will give a keynote address on reconsidering the ethos of Public Management. Dr. Pulapre Balakrishnan, Director of Centre for Development Studies, Trivandrum, will give keynote address on the future challenges of governance and public policy.

The conference organisers received submissions for presentation of papers and case studies from researchers and practitioners from a wide range of backgrounds across academics, business and the public sector. This included a truly heavy volume of submissions, and the acceptance rate is less than 40%, with some strong submissions from across India, and from Afghanistan, Bangladesh, France, Philippines, Sri Lanka, and Uganda. Eminent scholars who will present their current research include Jules S. Tapsoba from the International Monetary Fund; Cyril Bryan D. Cuizon and Ana Leah Dungog- Cuizon from Cebu Normal University, Philippines; Manuj C Weerasinghe from the University of Colombo, Sri Lanka; and Naila Momotaz Bari, Human Rights activist from Bangladesh. The final day of the conference includes a panel on thrust areas for future research in public management, where academics and practitioners will share the forum. Benon Basheka from Uganda Management Institute will speak; along with G. D. Gautama, former Home Secretary, and Dilip Ghosh, former Special Secretary of Panchayats, Government of West Bengal.
