I'm faced with recruiting people from overseas without telephone contact and without tests.

Any ideas on how to draw out real charater and competence by email?

Hi,
According to me, gettting the CV'S of the candiadates and careful screening can help you. Asking specific questions through EMAIL or specific writeups for the desired job/post can can give you the fair idea of the candidates. So the specific skill set for the job i.e KSA (knowledge, Skills and Aptitude) can be analysed to a reasonable extent. What more you can do is to get the psychological tests results of the candidate from the www.tickle.com.
