Default Time management is a skill which can be developed from practice

Usually time management refers to development of tools and processes that increase efficiency and productivity. In business, time management has morphed into everything from methodologies like enterprise resource planning through consultant services, such as SAP.
When asked about time management, we tend to think of personal time management, casually defined as managing our time to waste less time on doing the things we have to do so that we have more time to do the things we want to do.
Time management involves a set of business skills, which once mastered helps us to be more organized, efficient, and happier. Developing our personal time management skills always helps as it includes goal setting, planning, delegating and scheduling.
Time management brings together a set of principles and practices implemented through certain tools and systems which when worked together will help you to acquire more value out of your time with the aim to improve the quality of your life. The crux is that time management does not necessarily allow you to get a lot of work done at the same time. Once you adopt these skills you can make sure that you are working on the right things - the things that truly need to be done.
Managing your time well is a subtle quality which requires extensive planning. There are very few people who can correctly estimate the time required to complete a particular task. It’s important to focus on a few vital projects that will make a difference, rather than spending all your time on a single project which doesn’t matter all that much.

Its very much true that that practice makes us sharper in our receptive work , and time management is a very much vital term, being a manager you must be master on that.

Time management is not just a practice. It should be everybody's life. You have to live your life with your precious time. This aspect of your life should be done even at the earliest days of your childhood. This way, you will be able to develop your skills in making your life more useful and not just wasting your time unproductively.
