Univeristies offer Master's in Management for people without work experience. Ideally, they like to attract international students into these programs who will not only pay the complete cost of the program, but will also aim to return to their home countries after graduation. More generally, these programs are meant for those who need some of the courses they couldn't have in their bachelor's education (like economics, accounting etc..) Work experience is NOT necessary for these programs.
MBA's require work experience - period.
