BUDGET ANALYSIS 2003

On the 4th of March 2003, the Xavier Institute of Management, Bhubaneswar, in association with the Bhubaneswar chapter of ICWAI, organized a seminar-cum-panel discussion on the Union Budget 2003. The spacious Soochna Bhavan auditorium was choked full with enthusiastic people who pored on every minute detail of the budget analysis.

The day's programme consisted of 2 parts - the first, consisted of a series of presentations by the students of XIMB, analyzing features and salient points of past budgets. The second part of the programme comprised of a panel discussion on the Budget 2003 with eminent speakers.

The presentations got off to a flying start. Dr. Gangadhar Darbha, Consultant, National Stock Exchange, Mumbai, began the presentations with an overview of the current budget. He went on to talk about the impact of the budget on the equity and the debt markets of India. Taking up from where he left, Mr. Pankaj Dhanuka, Assistant V.P, ICICI Bank, analyzed the specific impacts, which the Union Budget 2003 is going to have on the banking, insurance, and other financial services institutions of our country.

Mr. R. Mishra, Director Finance, GRIDCO examined the impact of Union Budget on various sectors of the Indian economy, especially on the power sector. He shared his views on the corporate sector as well as the infrastructure, health, education and other social reform schemes. The final presentation, by Mr. B. P. Agarwal, a practicing chartered accountant from Kolkata, took a look at the provisions related to the Direct and indirect taxes in this year's budget. He focused his discussion primarily on VAT (Value Added Tax). He brought to light in a succinct manner the major amendments in the field of taxes.

The icing on the cake was the question-answer session. Both the members of the panelist and the moderator elaborated on the divergent and rich questions put forth by the audience.

Frequent interaction with eminent personalities like the distinguished budget panel, enables young managers to learn from the experiences of the speakers and apply to their own business environment, the values thus imbibed.
