There is all round recognition that power sector reforms hold the key to India's economic revival. For one, the country's economic growth is stymied due to both inadequate investments in power generation and subdued per capita consumption. While the reasons are many, the gap in demand-supply position has continued unabated. A large share of the country's needs could have been met by conserving and exploiting the existing capacities had there been suitable initiatives. Poor end-use efficiencies too contribute significantly to sub-optimum utilization of current resources.

The Energy Conservation Bill has been a positive step in promoting and mandating energy efficiency initiatives across the industry. The scope of energy conservation measures is large enough to call for the participation of all stakeholders, be it utilities or consumers. Also, policy makers and regulatory agencies will have a significant role in designing market interventions and creating an enabling environment. Financing and implementation strategies will be equally important in giving shape to an energy efficiency movement that has nation-wide presence and acceptability.

Against this backdrop, Western U.P. Zonal Council of CII (Northern Region) is organizing a two day Conference on Energy Initiatives & Demand Side Management on February 14 and 15, 2003, at the Auditorium of National Thermal Power Corporation Ltd. (NTPC), Power Management Institute, Plot No. 5-14, Sector 16-A, Noida 201301.

BACKROUND

Worldwide, energy efficiency initiatives that result in demand conservation have been the outcome of policy measures leading to market transformation. Pieces of legislation have been put together to make superior energy performance compulsory and pave the way for market players to offer innovative products and services. Participation of utilities is largely driven by incentives offered by the regulatory regime aiming to develop an enabling environment. In such context, the lessons to pursue successful implementation of energy conservation are many for both the energy supplier and end user. The Conference will attempt to deliberate upon the issues leading to a progressive build-up of an action plan that will culminate in a roadmap for the future.

PRESENTATION FORMAT


Eminent Speakers will include Administrators, Regulators & Practising Managers who will present their experiences and provide the learning curve for future actions. Emphasis will be on presentation of Case Studies under each theme so that there is an adequate blending of concepts and practice. Participants will have the scope to interact and present their views in a forum that will bring together power utilities/corporations, regulatory bodies, bilateral and multilateral agencies, financial institutions and end users representing both industry and commerce.

OBJECTIVE


The Conference aims to create a forum, which will bring together decision makers, regulatory bodies, power utilities and consumers alike so that the contemporary topics of initiating, implementing and sustaining energy conservation measures can be debated upon. The broader agenda will be to establish the energy-environment nexus, which will be in the interest of a National Power Policy. The Conference promises to be the breeding ground of ideas necessary to design the path forward by addressing the complex issues involved, understanding the current realities and building a consensus of the stakeholders.

This conference would provide the unique opportunity to all stakeholders to come and interact with decision makers, regulators, power utilities, end users and financial institutions on the same platform. This will help participants to access key inputs for implementing cost effective energy saving schemes.

CONFERENCE THEMES
  • A Roadmap for India
    The Session will take stock of the current initiatives in place and examine, in particular, the impact of Energy Conservation Bill introduced recently. Measures to be administered by the Bureau of Energy Efficiency to create an energy efficiency market will come into focus. Of particular significance will be the presentation by Speakers who have been into policy making and who will share their thoughts on future plans of escalating energy conservation through State interventions.



  • Regulatory Intervention and Market Transformation
    Utility-driven measures have generally been the cornerstone of successful energy efficiency programmes. The foundation is provided by Regulatory policies which incentives such initiatives and encourage new investments. The objective is for utilities not to be risk averse but to aggressively pursue conservation programmes, reduce energy losses and administer peak load management. The Session will highlight the progressive transformation, which State Regulators have attempted in utility functioning while delivering tariff decisions and setting efficiency targets.



  • Urban Utilities' Perspective
    The structural reform of the electricity sector has culminated in multiple utilities, both public and private, managing urban distribution. As the demand-supply gap is pervasive, each utility has its unique experience in undertaking optimum load management. While there are a few success stories, initiatives are being taken by many to dedicate resources for introducing demand side measures and undertake implementation on both sides of the meter. The Session will bring to the fore the current complexities that impede efficiency and the local solutions that are imperative to remove these obstacles by way of enterprise-wide management.



  • Rural Power Delivery
    A different dimension is added when the realities of power supply in rural India are reckoned with. End use efficiency takes a backseat under a regime of tariff support designed as a social welfare measure. Even under such scenario, pilot applications have proved that innovative measures in network engineering and Demand Side Management (DSM) can result in productive investments. There is also the case for developing the concept of Water-Energy nexus to avoid depletion of groundwater resources linked to inefficient energy usage. The Session will bring together lessons from both national and international experiences and formulate an action plan, which will be market and investment-driven.



  • Industrial & Commercial Applications
    Codes and appliance standards have a major role in enforcing superior energy performance and thereby transforming the market. Innovations with R&D support accelerate this process when there is compulsion to meet ever-rising performance standards. Energy-intensive applications in industry and commerce offer the breeding ground for emerging technologies, which result in higher codes and standards. Energy labelling is yet another tool of building public awareness that helps in informed equipment purchase and market transformation. The potential that lies ahead in achieving energy savings under institutional support will be highlighted in the Session.



  • Implementation Strategies
    Concepts are as good as they are implemented. A definitive plan is thus necessary if ideas are to translate into actions. Utility-driven initiatives have their own merits in improving systemic efficiencies and building bridges with consumers. Energy Service Companies (ESCOs) can act as intermediaries in risk sharing and providing project-related services. Speakers will look at these options and also discuss about the baseline studies, which assess energy savings and establish whether the project is bankable.



  • Financing Options
    Linkages of energy, economy and environment are well established. The concluding Session will present the viewpoint of financiers on funding energy efficiency projects, which collectively will impact the national economy, remove wastages and cultivate a commercial culture. Institutional guidelines are important to understand in securing finances and ensuring commercial transactions. Presentation of case analyses and financial models will help establish how such financing can be sustained against energy savings and consequent efficiency gains.

Mr R V Shahi (Secretary - Power, Ministry of Power) will be the Chief-Guest of this conference. Mr C P Jain (CMD NTPC) will deliver the Keynote address in the Inaugural Session.
