Mr. Balakrishnan gave the capital market perspective on the budget and how the context of the budget should be given due attention. Overall he felt that the budget took a balanced stance on issues. However some reform related aspects were absent from the budget which forced markets to react cautiously.

Mr. Pulin Nayak, professor from the Delhi school of economics, stressed on the fact that the budget though looked very promising but there were critical issues like chronic poverty and farmer suicides happening in large swathes of the nation despite the economy posting impressive GDP growth rates each year.

Mr. Abhijeet Sen gave a very detailed account of the budget and the thought that went into its making. He said that the context in which the eleventh plan was framed has changed so much that it needs to be seen whether it is still relevant or not. He called the budget as a conservative one as it was not forthcoming on reforms; however he was of the view that given the social aspect of the budget and the provisions it makes it is indeed a step forward. The current level of the fiscal deficit received special attention and it was pointed out that despite the high level of deficit, the rate of growth was marginal.

The closing address was given by Prof. Banikant Misra, XIMB who lamented the fact that the budget has never been common man focussed as that life remains positively unaffected by the same.

The discussion was moderated by veteran journalist and special correspondent with the times group, Mr. Nageswar Pattnaik.
