While replying to a query about India's chances of moving up the value chain and becoming a global research and development hub, he stated that the same three factors that are aiding India in becoming a prime outsourcing destination are essential for developing research capabilities as well, along with technical competence in which field India has proven its expertise as well by providing a multitude of technical graduates spanning all areas of learning.

Pointing out the other side of the picture, he listed lack of infrastructure, inefficient transportation facilities and wide-spread poverty as the debilitating factors that hinder the influx of investment and the development of a better business climate in India and hoped that the managers of tomorrow would give enough attention to these factors in their strategy-formation initiatives.

The highlight of Day 3 was the Decision Maker's Forum chaired by the Secretary General of the Rajya Sabha, Dr. Yogendra Narain. Dr. Narain made the key point of not restricting the process of human capital formation to just education and asked for a holistic perspective from the system which included both personal and cultural ethics as well as a strong value base. He also presented his paper where in he spoke on the importance of the knowledge worker in the workplace of today.

Dr. S. C. Vats, MLA, and recently in the news due to the Public Accounts Committee of the Delhi Assembly, was also part of the decision making forum and stated his case in a lucid and focused fashion, thus impressing the young crowd. He spoke on how important it was not to take hasty decisions and concluded that the crux of human capital formation lies in the quality and not the quantity, thus hinting on the need to not just rely on numbers but more so on the content for future Indian development.
