The Model drawn above shows how resource distribution can take place through the supply chain. The disaster relieve should have a common co-ordination center at the top of the tree and below it are smaller area co-ordination centers. Below the smaller geographic co-ordination centers are local dispatches which are working at the grass root level. These are inter-connected with each other through transport media or networked through communication media. Incidents of disaster occurring are first known to the local dispatches and then the information passes through the chain or tree structure.

What this does is proper role allocation so that there is a well defined path through which information flows and reaches everywhere, thereby ensuring that actions are quick and well coordinated.
