The key drivers for any Supply Chain are Facilities, Inventory, Transportation and Information. These drivers would influence the execution and operations aspects of the supply chain, while themselves being determined by the level of efficiency or responsiveness desired. As already discussed, disaster management requires responsiveness and lead time, inventory etcetera strategies which fit such requirements.

Facilities in a supply chain are the places in the network where product is stored, assembled or fabricated. As we shall see, in the context of disaster management, facilities mostly refer to warehousing area. The disaster affected area would require temporary warehouses which would be locally as well as centrally fed by supplies. Facility location determines the response time and also the costs of the supply chain.
