Using 'Theory of Constraints' in Improving Urban Infrastructure

This Paper has won Consolation Prize in the CoolAvenues' Paper-writing Competition - "In Search of Excellence" - for the Year 2005.

Synopsis

The state of affairs of urban infrastructure is one of the perennial problems faced by the mankind worldwide. While the developed countries face problems by over-exploitation of the existing resources, it is the opposite in the developing nations.
Either way, the quality of life is affected. The paper proposes to develop a working model for the betterment of the urban infrastructure by applying the concept of 'theory of constraints'. It tries to identify the core issue from a list of issues identified for applying the theory. As the city of Mumbai is a microcosm of all the issues related to urban infrastructure, the same is selected for developing the model.

The paper gives an overview of the different steps to be followed in using this concept. Some of the important steps that are used in the model are: -

  • Identification of the core issue from a list of issues - Here we have identified the lack of coordination between the various regulatory bodies as the core issue hampering the urban infrastructure development.

  • Exploiting the core issue by improving the efficiency of the existing system.

  • Subordinating the performance of other resources or sub-systems.

  • Injecting a new model through the conflict resolution diagram to solve the core issue - Here PPP (Public Private Partnership) is the injection that we propose.

  • The sustainability of the PPP model is evaluated with its benefits and drawbacks with scope for necessary transition, if the model does not meet its intended purpose at any point of its implementation.
