Using 'Theory of Constraints' in Improving Urban Infrastructure

Conclusion

The PPP injection has met with success in few projects pertaining to the road sector. The concept of the mass rapid transit system (MRTS) connecting Versova-Andheri-Ghatkopar and another elevated MRTS system for connecting the suburb of Thane are in the pipeline.
Also the PPP model has met with success in the health sector. The provision of Sonography and X-ray machines by the Navi Mumbai Municipal Corporation (NMMC) in tie-up with a local contractor paved the way for improved access to better quality service at affordable costs to the poor. But no project executed by this model can meet with success unless there is a will among all the parties involved. The hurdles faced while executing the Santa Cruz-Andheri Flyover corroborates this theory. There should be a proper vision in all PPP projects backed by commitment from all the parties involved, keeping the benefits to the end user as the utmost priority. The concept of TOC envisages the development of new constraints once the core issue is accounted for. The new constraints can be the existing subsystems themselves. The day may not be far, when people armed with the latest technology may seek greener pastures extra terrestrially to come out of the labyrinth created by the changing issues in the sphere of urban infrastructure.

Concluded.
