Given that n organizations have X1, X2...Xn resources available, given that X resources are needed.

1. Choose Xi such that |Xi-X| is minimum.

2. If (Xi-X) is negative
Then repeat 1 with:
X-Xi resources needed and n-1 organizations having X1,....Xi-1,Xi+1,.....Xn resources.

3. If (Xi-X) = 0
Then demand satisfied and n-1 organizations have
X1,....Xi-1, Xi+1,.....Xn resources.

4. If (Xi-X) > 0
Then demand satisfied and n organizations have
X1...Xi-1, Xi-X, Xi+1,.....Xn resources.

Each time new resources either become available or have been dispatched to the scene, the fuzzy database should be updated to reflect this action. Since the elements of the data base are fuzzy, we have to perform operations on fuzzy sets.

Q3. How to maintain quality at each echelon in supply chain?

1. It is important to work with local people and use local system to serve the needy in case of a disaster.

2. A local operation in the country can also help with the inventory selection problem. An understanding of people's needs and of places where goods can be procured locally eliminates at least some of the requirement for transportation logistics.

3. We need to build up capacity locally in a disaster situation and purchase from local providers thus avoiding flying planes in. This ensures quality at all echelons without compromising on quick response

4. In addition, local politics and culture can be a complex path in maintaining quality even in the best of times.
