Supply Chain Issues in Disaster Management

Governments have spent millions in disaster relief, but there are always questions on the efficacy of these efforts. Key issues with disaster relief have been - getting relief supplies to disaster struck areas in time, in sufficient quantities and being able to cover the nook and corners of the affected region.
These issues raise concerns about the current logistics and supply chain systems, if any, for disaster scenarios. We believe logistics and supply chain systems for disaster relief require effective management of: -

  • Demand for relief from the disaster struck areas

  • Available supplies and donated relief material
          * Inventory levels
          * Location and perishability of supplies

  • Logistics resource availability and response time

  • Coordination of relief work - Government organizations, NGOs, Foreign Aid etc.

  • Costs vs Service Levels

  • Scope of the Paper

    This paper addresses the shortcomings in the current disaster management (DM) supply chain scenario, and suggests a methodology to establish a robust supply chain and logistics network. The paper will provide details of: -

  • Design of the DM back-bone

  • Setting up the DM back-bone
          * Ensuring the supply levels for disaster relief
          * Tie-ups with Producers / Distributors / 3PLs & NGOs

  • Establishing the centralized DM information system

  • Orchestration of disaster relief work by DM coordinator

  • In this paper, the supply chain planning has been discussed assuming that the disaster probability/forecasting modeling has been done and the outputs of such exercises are available for DM back-bone design.
