3. Supply Chain Issues in Disaster

Supply Chain Management in disaster is not only about delivering supplies to hospitals or disaster impacted areas. It requires orchestrating the transportation, distribution, warehousing and timely delivery of medicines, basic needs including food, apparels etc., while minimizing costs and serving the maximum number of consumers.
The quality of the Disaster Response Supplies is also to be maintained which further necessitates the used of high end technology. The unpredictable occurrence of disaster in any area raises lot of issues regarding the actual implementation of supply chain infrastructure in actual. Some of the issues are discussed below:

  • The supply chain has to set up for a short period of time that generally spans from occurrence of disaster to recovery phase.

  • The severe nature of disaster requires quick response services in the early stages so as to dampen the effects of disaster.

  • High patient surge in hospitals requires high supply of medicines and infrastructure like stretchers, beds etc.

  • A single hospital or relief organization can not store all the supplies and provide distribution to all the impacted areas.

  • The perishable nature of the supplies requires the proper maintenance at each echelon of supply chain.

  • As many hospitals and relief organization are generally involved in serving any disaster. So there is needed to coordinate all the activities, avoiding duplication of activities and single point of contact.

  • Support services and activities for communications, removing the road blockages etc. These services are required to support to ongoing rescue operations for the proper execution without any hassles.

  • From the above discussion, it is clear that the supply chain strategy has to be devised in a way to provide quick response, right services for the type of disaster. Critical to this the supply chain has to capable enough to maintain quality of materials, backup the ongoing services with right type of support services.
