4. Supply Chain Management in Disaster: A 5-Step Framework

A 5-Step Framework is proposed to solve all the issues pertaining to supply chain management in disaster. As it will be impossible for a single hospital or relief organization to keep on hand enough supplies or equipment to be ready for every disaster and mass casualty event, so Collective and Regional Planning is necessary.
For example government, relief organizations and other agencies can collectively form a central storage point in a region with all the necessary supplies and equipment required for any disaster. This central storage will then be made the hub of distribution for all the impacted areas. This will also ensure the fast, smooth and accurate flow of supplies, information without creating any hassles. The steps of the proposed strategy are given below:

Step 1: Identification & Prioritization of Disaster Response Supplies & Equipments (DRSEs)

1.1 The first step is to identify all the necessary DRSEs for a disaster in the disaster prone area. The DRSEs spans from medical supplies, food supplies, back up communications, generators to contact lists of emergency services. The below given classification gives the three kinds of DRSEs requirements: -

1.2 The next step is prioritizing the DRSEs, so as to shortlist the DRSEs that will be stored at the central storage point. The prioritization is based on two main factors: -

  • Criticality of Medicine

  • Volume required

  • Next
