Implications for Infrastructure Development - Broader Perspective

1. Government should act as an enabler to plan and implement the projects in the right place, at the right time and at the right for capacity building.

2. Emphasis should be laid on training of manpower on the practical side of carrying out the job apart from the theoretical teaching that enables us to have skilled workforce who are equipped with various problem solving and crisis management skills. In practice, if any breakdown occurs we wait for others to come to rescue rather than resolving by self. This certainly helps reduce cost both in terms of time and money. Therefore technological training is needed. Empowerment is very critical and this has to be addressed.

3. The best panacea for the 'infrastructure deficit' is good management - not changes in regulation. Though regulatory changes are clearly needed, the most important lesson from Delhi Metro story is that good management is the only way to balance the political and economic imperatives of infrastructure.

4. Need for Public Private Partnership in infrastructure development.

5. Work in collaboration with NGOs to hasten the process of project implementation.

Implications for Enhancing the Operations for Successful Project Implementation

Any project with more than 100 activities, needs a tool that executes all these activities (operations) in the stipulated time and value: -

  • Using Network Simulation Tools for efficient real time planning

  • project cost escalation

  • Project Manager with Leadership Potential

  • Identifying conflict zones in project management - Schedules, project priorities, personnel, administrative procedures etc. appropriate conflict resolution strategies have to be adopted by project management on the needs of the situation.
