JAPAN

Technology Transfer: Japanese transfer of technology does not imply process design alone, but includes detailed engineering, procurement, inspection, transportation, civil erection, operations, research and de-bottlenecking.
Problem Solving: The Japanese way of preparedness to face the problems arising out of delay in government sanction, inability to procure machinery or material, the effect of monsoon, labor disputes, and insufficient supply of raw material, water, electricity, etc. are some of the factors which cannot be overlooked while preparing the overall time schedule. Japanese technicians motivate workers to be alert, not only the job assigned to them but also to the work in progress before and after each of them. Japanese provide for the measures that must be taken against anticipated troubles.
Significance of Time: The Japanese make utmost effort to solve a problem to achieve a target, even where they are not bound to do so. This also explains why the Japanese strive desperately to abide by a time schedule

CHINA

China taking on the world with its low-cost manufacturing base is well known. But what is contributing to its competitive edge further is the enhanced investments at the ports and the road linkages.
One of the biggest civil engineering projects in recent times is the Hong Kong Airport Core Program (ACP) consisted of 10 major interdependent infrastructure development projects, including bridges, roadways, highways, an immersed-tube tunnel, and a rail system, as well as the new Hong Kong International Airport. Originally projected at $21 billion, the Airport Core Program finished approximately $1.1 billion under the original budget.

The significant Features / Accomplishments include: -
1. 10 major interdependent projects
2. Completed the program $1.1 billion under original budget
3. Managed 200 major contracts with 1,000 contractual interfaces
4. Formed Bechtel-government team that expedited decision-making and facilitated technology transfer
5. Developed owner-controlled insurance program that saved nearly $4 million
