There are success stories even in India pertaining to successful project implementation, even if India lags behind other countries in infrastructure in general and project implementation in particular. One such case includes "The Delhi Metro".
If world-class infrastructure is to become a reality in India, we need a leader like Shreedharan, the man behind the successful implementation of projects like Konkan Railway project, (single largest rail network addition to IR, post independence that was done on time and on budget) and Delhi Metro Project, (finest public transport system in South Asia. More importantly, the project came in under budget, and that allowed the private management company (DMRC) to hold down passenger fares) that went operational a year ahead of schedule. This manifests that India is potential enough to implement projects successfully. (Refer Exhibit 4)

It is imperative to understand examine the unmitigated success of the project in order to understand the challenges and issues for efficient implementation of large-scale infrastructure projects amid India's frustrating bureaucracy.

Apart from the above-mentioned issues and challenges these are frontier issues that are overlooked, or taken for granted, resulting in serious cost escalations and long completion delays:
