Such a concept would require the RD at disaster warehouse to not be directly involved with the relief work. It would only channel the supplies and information. The warehousing for relief would be done by the various relief warehouses which would receive supplies from the RD at disaster site.

While deciding the supply chain, Hard as well as Soft Infrastructure should be kept in mind. Hard infrastructure refers to supplier, transportation, communication, warehousing etc. Suppliers here would be the parties to the contractual agreements (specialist in their own field: government/agro based companies for food, pharmaceutical firms/WHO for medicines). Other aspects of hard infrastructure have already been discussed. Soft infrastructure refers to skilled workforce, community receptivity etcetera. Such soft infrastructure can be developed in house through government efforts or contractual agreements with relief organizations could be made to provide such help. This in normal circumstances is also done, however with such understandings among the various participants; a coordinated and responsive effort can be made.
