The above figure represents the factors that are controllable, influencable and those that can neither be controlled nor influenced. Again specific mention has to be made that the separation of what is controllable and what is influencable and the ones that cannot be are very thin.
Also, the parameters are variable depending upon the arguments or the context in which the points are discussed. The above parameters are selected on the basis of the assumptions that have already been mentioned in the beginning of the paper. The innermost circle represents the controllable factors, the outer circle represents the factors that can be influenced though not necessarily changed, and the rest of the space represents those factors that can be neither controlled nor influenced.

2) How to exploit the constraint (core issue)?

Even though the core issue stated above do not foresee coordination between the different regulatory bodies during the near future the individual working of each of these bodies can be maximized in order to increase their efficiencies leading to more profitability. For example, the increase in property tax collections could be a major revenue earner. It is to be noted that property taxes are the main sources of infrastructure funding in most cities notably Bangalore and Hyderabad. Similar improvements can be made in other regulatory bodies.

3) Subordinate all the other system performance to match the performance of the constraint.
