We have chosen the above constraint for the following reasons: -
a) Most of the regulatory bodies come under the same umbrella of governance, in this case the government.
b) Large number of regulatory bodies leads to conflict of interests in decision making as well as implementation. This leads to lot of complexities in the system.
c) Less dependent on the external environment, and therefore, easily adaptable for better streamlining.

The constraint identified is easily controllable. The same is explained by means of a diagram shown below: -
