Co-ordination

  • Coordination is a major issue among relief organizations. Lack of coordination in terms of logistics, warehousing and distribution between
          * Different organizations
          * Local government and organizations

  • Lack of co-ordination in the supply chain and lack of central command (decentralized relief effort)
          * Leads to wastage of some resources, scarcity of some other resources, duplication

  • Logistics and Transportation

  • Need supplies quickly, but lack of proper roads and routing problems, competition for supply vehicles may result in the supplies reaching later than actually required

  • Logistical constraints lead to creation of bottlenecks due to which inventory storage; handling and lead time and many other relief chain operations are adversely affected

  • Competing for Limited Resources

  • Presence of many relief agencies operating at the same time at the disaster location leads to
          * Competing and clogging of basic resources such as logistics, warehousing, thus delaying the overall delivery for each other

  • Other Tactical Issues

  • Lack of documentation of past disaster management experiences which could otherwise be used for learning from experiences and imitation of successful methods.

  • Operational Issues

    Issues based on activities such as daily planning, production scheduling, demand management, lead time, et al.
