Information

Information flow is vital for efficient functioning of a supply chain by sharing valuable information including demand signals, forecasts, inventory and transportation. Relief chains face lack of information flow upstream the supply chain because of lack of co-ordination between supply chain participants, supporting infrastructure and technology. This makes it difficult to determine demand.

Other Strategic Issues

  • Destruction of/lack of basic and supporting infrastructure causing difficulty in setting up/supporting the relief supply chain

  • Politics, government inefficiency and local conflicts affect the functioning of the supply chain

  • Tactical Issues

    Issues based on activities such as transportation strategies, inventory and procurement decisions, competition among players, et al.

    Inventory and Procurement

  • Owing to an uncertain demand, issues such as how much inventory to hold, how much to reorder arise. The situation is complicated as perishable commodities like food have lesser usable life than non-perishable goods

  • Bottlenecks can arise in the supply chain in terms of limited warehouse capacity, insufficient transport services

  • Owing to problems like improper safety measures, piling up of supplies, bad conditions of make-shift warehouses, it becomes difficult to maintain uniform quality of supplies at different levels of supply chain - especially at warehouses, distributors, and camps

  • Non-availability of forecasts affect the planning and scheduling activities in the supplier and manufacturers
