Orchestration of Disaster Relief Work by DM Coordinator

A common entity (DM Coordinator), having representation from all involved parties, needs to orchestrate the efforts during the disaster. The activities during the disaster relief will include: -

1. Initiate evacuation efforts in the case of disasters with forewarning.

2. Gather the demand data from disaster hit areas through mobile satellite communication equipments.

3. Identify the DM warehouses that are closest to and connected to the affected region. Limit the number of warehouses to 2-3, for efficient and effective coordination.

4. Mobilize the inventory from the producers' factories/warehouses to the identified DM warehouses. At the DM warehouse, the items will be collected, sorted and allocated in packages to specific areas in the affected region. 3PLs will then transport the allocated packages to the affected region.

5. The packages will be received at the disaster control room and distributed in the affected region.

The data related to all these steps will be constantly updated in the information system to provide real-time information regarding relief efforts.

Conclusion

We believe that the recommended methodology will enable the government to: -

  • Proactively plan for the disaster response

  • Increase the service levels of disaster relief significantly by increasing the robustness and responsiveness of DM logistics and supply chain

  • Coordinate efforts with other interested parties, e.g. NGOs, UN aid agencies and private sector companies

  • Monitor and measure the performance of disaster relief efforts
