The above activities provide a clear picture concerning the infrastructure status and the various operational activities taking place within each sector. The path of success in infrastructure development requires a review of the experiences in countries that have challenged similar difficulties.
The Japanese, Chinese and German experience is not out of place.

Key Learning from Japan, China and Germany - Gap Analysis from the Above Three Cases

The Second World War almost totally destroyed the economic infrastructure of Japan and Germany. Two years later India achieved independence, but the differences in economic development of the three countries after about five decades is dismal. China is also leading its way on par with Japan and Germany in terms of its economic development. China is one such country with India always referred to as emerging market and a potential player in the international market. Today China is a step ahead of India throwing challenges of it order to gain the competitive edge in economic development. Key findings from the infrastructure development in these three countries are summarized as follows:

Japan China Germany
1. Technology transfer (Refer Exhibit 1) for successful project implementation
2. Crisis management, employee empowerment, and harmony in groups
3. Adherence to time schedule.
1. Low cost manufacturing
2. Handling multiple major independent infrastructure development projects (Refer Exhibit 2) with efficient planning and controlling mechanisms
3. Public Private Partnerships that was instrumental in expediting the decision making and technology transfer
1. Using network models considering aspects such as tie, resources, modification of resources, constraints, etc. (Refer Exhibit 3)
2. Control and evaluation phase for successful implementation
3. Implementing problem solving Techniques (ZOPP) for effective management of projects that synthesizes the experience, expertise and knowledge of senior managers
